कौटिल्य (चाणक्य) द्वारा मौर्य काल में रचित अर्थशास्त्र शासन के सिद्धांतों और अभ्यास की पुस्तक है। इसमें राज्य के लिए मंडल सिद्धांत हैं, जो विदेश नीति की व्याख्या करता है। इसके अलावा इसमें सप्तांग सिद्धांत - स्वामी, अमात्य, जनपद, दुर्ग, कोष, दंड एवं मित्र की व्याख्या मिलती है। अर्थशास्त्र में तत्कालीन प्रशासन एवं कृषि, शिल्प एवं व्यापार व्यवस्था की भी विस्तृत जानकारी प्राप्त होती है।
Arthashastra by Kautilya is a treatise on polity during the Mauryan monarch/kingdom. The Saptang theory of the state was introduced in it, which includes the seven elements of the states, these are – The King (Swami), Minister (Amatya), Territory (Janpada), Fort (Durg), Treasury (Kosa), Army (Danda) and Allies (Mitra). Arthashastra gives its detailed description about the then administration and agrarian system.
