पाणिनि संस्कृत भाषा के सबसे बड़े वैय्याकरण हुए हैं। इनका जन्म तत्कालीन उत्तर-पश्चिम भारत के गांधार में हुआ था। इनके व्याकरण का नाम अष्टाध्यायी है। अष्टाध्यायी में आठ अध्याय तथा लगभग 4000 सूत्र हैं। पाणिनि के अष्टाध्यायी में उल्लेखित प्रमुख जनपद हैं-मगध, अश्मक, कम्बोज, गांधार, शूरसेन आदि। बौद्ध ग्रंथ अंगुत्तर निकाय और जैन ग्रंथ भगवती सूत्र में 16 महाजनपदों की सूची मिलती है।
Panini is known for his Sanskrit grammar. He was born in Pushkalavati, Gandhara. The Ashtadhyayi is one of the earliest known grammars of Sanskrit. The Ashtadhyai consists of 4000 sutras or rules distributed among (eight chapters) which are each subdivided into four sections of padas. Panini mentioned as many as 22 different Janapadas but also mentioned 3 most important Janapadas viz. Magadha, Ashmak and Kamboj.
