In response to the appointment of the Simon Commission (1927) and accepting the challenge of Secretary of State Lord Birkenhead, an All-Parties Committee was formed under the chairmanship of Pandit Motilal Nehru (M.L. Nehru). The constitutional draft formulated by this committee is known as the 'Nehru Report' (1928). Jawaharlal Nehru acted as its secretary.
