In 1902, Viceroy Lord Curzon constituted the Indian Universities Commission under the chairmanship of Sir Thomas Raleigh. Two Indian members were appointed to this commission: Syed Hussain Bilgrami and former judge of the Calcutta High Court, Justice Gurudas Banerjee. Based on its recommendations, the Indian Universities Act of 1904 was enacted.
