Sir C.P. Ilbert (Courtney Peregrine Ilbert) was the Law Member of Viceroy Lord Ripon's Executive Council. On February 9, 1883, he introduced the Ilbert Bill in the Imperial Legislative Council. The objective was to eliminate racial discrimination in judicial matters by empowering senior Indian district magistrates and session judges to try European British subjects in criminal cases. This provoked ferocious, racially prejudiced opposition from the British and Anglo-Indian community, known as the 'White Mutiny'. Consequently, the bill was severely amended, and disheartened by the bigotry, Lord Ripon resigned before completing his full term in 1884.
